The Southpointe CEO Association sponsored their annual Economic Development Luncheon on Wednesday, November 14, 2007 at the Southpointe Golf Club. Featured speakers were Michael Swisher, Partner with Horizon Properties, Thomas Hoffman, Senior Vice President of External Affairs for Consol Energy, and William McGowen, Executive Director of the Redevelopment Authority of Washington County.


Mike Swisher

Mike Swisher gave an update on the development of Southpointe II, a Village Concept, which will feature office buildings, a traditional neighborhood and retail stores and restaurants. He said the process has been complicated since the zoning requirements had to be rewritten. The master plan calls for a �traditional neighborhood development� where many of the homes are connected or have alleys. Horizon�s plans call for 160 patio homes, town homes and traditional single-family homes, as well as another 150 to 200 units to be built above shops and offices in the town center. The town center will contain numerous restaurants and retailers as well as a stadium-style movie theater, two hotels and will feature a butterfly garden. They expect to break ground as early as February or March. Negotiations are continuing with retailers and two different theater chains. Swisher said Horizon expects to announce initial retailer signings �very, very soon�.


Thomas Hoffman

Thomas Hoffman of Consol Energy spoke about �America�s On Switch�. Consol, the nation�s second largest coal company, expects to move about 600 employees into their new headquarters in Southpointe II which is being built by Horizon Properties sometime in the Fall of 2008. The roof of the building will bear the shape of Consol�s logo which will be seen from the air and from Interstate 79. Horizon will also build a second building for Fairmont Supply Company, a subsidiary of Consol.


William McGowen

William McGowen of the Redevelopment Authority gave a presentation on �Making Good Things Happen� in Washington County. He said that while Southpointe II is in the spotlight that many other projects are in various stages. Starpointe Industrial Park in Hanover Township already has several tenants and the Victory Center project which will house the Tanger Outlet Stores, will open next summer. Construction for the Bass Pro Shops is expected to begin in 2010 and will feature a Hotel and Conference Center and Spa.

Cecil Township supervisors approved an ordinance October 8th that paves the way for a town center in Southpointe II. "It was an ordinance that would allow a town center-type development, which is relatively new in Pennsylvania, which would allow it to exist in a special development zoning district", township manager Don Gennuso said.

That district is a 217 acre site known as Southpointe II, being developed on the former Western Center property. "We own the property, and we have put in all the roads, sewers and water, etc.", said Bill Sember of the Washington County Authority, explaining that the project is to include a lifestyle center, which is a combination of office buildings, a town center and a residential community.

"We are about 80% complete with the selling of the property for office space, and that is about 78 acres; we have subdivided property and have been approved by the township for about 35 acres of residential property", he added. He said the authority was, however, waiting for the Township to approve an ordinance that would allow for the third phase of development. Sember said the members of the authority are satisfied with building designs and plans that are to be used by the developer, Horizon Properties of Southpointe. "We want to make sure everybody who comes into that project is coming into a first-class development."
